PEC Forms Working Group to Implement Electronic Voting

Islamabad (Engr Asghar Hayat) PEC to go to electronic voting as part of its institutional reforms aimed at modernizing governance and improving transparency. The Pakistan Engineering Council (PEC) has constituted the Working Group on Institutional Reforms (WG-PECIR) to oversee these changes. The group is chaired by Lt. Gen. Kashif Nazir, the Engineering Chief of the Pakistan Army and a member of the PEC Governing Body, with several other senior members onboard to steer the reform process. 

The introduction of an electronic voting (e-voting) system for PEC elections is a key focus of the reform agenda. The Working Group has been tasked with assessing the feasibility of this system to ensure transparency, accessibility, and efficiency. Alongside e-voting, the group will propose an enhanced electoral framework, ensuring fair and inclusive participation for engineers across the country. These measures aim to strengthen PEC’s democratic processes and set a benchmark for other regulatory bodies. 

The Working Group will also review PEC’s Rules of Business to identify outdated provisions and address operational inefficiencies. In addition, it will evaluate PEC’s governance model and organizational structure to ensure they align with modern standards of accountability, transparency, and inclusivity. Proposals for restructuring will aim to optimize resources, clarify roles, and enhance PEC’s operational effectiveness. 

Promoting PEC’s core values of collaboration, accountability, respect, and excellence is another key priority. Lt. Gen. Kashif Nazir has emphasized that these principles will guide the reforms to reinforce PEC’s integrity and credibility as the apex regulatory authority for engineers in Pakistan. The group’s composition includes leading members of the PEC Governing Body, with Engr. will Sohail Khan serving as secretary to the Working Group. 

Digital transformation is at the heart of these reforms, with the e-voting system serving as a flagship initiative. The group will explore other technological solutions to streamline PEC’s administrative processes and improve stakeholder engagement. These efforts are expected to enhance the council’s efficiency and accessibility, allowing it to better serve engineers nationwide. 

The Working Group is also empowered to take on additional tasks assigned by the PEC Chairman or Governing Body. Its recommendations are expected to pave the way for comprehensive institutional reforms that address governance challenges and align PEC with international standards.
